趙承平醫生具有醫學和法律的雙重專業資格。他畢業於香港大學醫學院，他是一名外科專科醫生，他也擁有倫敦大學榮譽法學士學位。趙醫生在醫學和法律界活躍多年。他的研究領域包括法律醫學、專家證人、醫療法律、醫療倫理、道歉、道歉立法、談判和調解。
趙醫生的研究興趣也包括紀律處分程序及監管機構。在這個範疇，他曾擔任大律師紀律審裁團(2014-2024年)及律師紀律審裁團(2014-2024年)的成員。他還是香港醫務委員會醫學評估員及初步偵訊委員會成員。
趙醫生在香港和國外的期刊上發表了大量文章，也就他的研究領域撰寫多個書籍章節。他曾在過百個本地或國際會議/學術會議中擔任主持或發表演說，與眾多醫生、法律執業者和學生交流。
