Prevention and deterrence: New offence proposed to protect children and vulnerable people
The Law Reform Commission of Hong Kong recommended the introduction of a new offence of “failure to protect a child or vulnerable person where the child’s or vulnerable person’s death or serious harm results from an unlawful act or neglect”.
Dr Philip S. L. Beh, then Co-Director of CMEL, was a member of the sub-committee.
