Among other developments, the courts have infused the conduct of inquests with rights-based considerations, as exemplified in <em>Sony Rai v. Coroner<\/em> [2011] 2 HKLRD 245, and have liberalised the threshold for convening an inquest, as in <em>Leung Shuk Ling v. Coroner<\/em> [2023] 4 HKLRD 264. These decisions contribute, in concert, to the modernisation of Hong Kong\u2019s coronial jurisprudence, rendering it more attuned to growing concerns for transparency, accountability, and the vindication of the public interest. This seminar critically examines these developments, situating them within the broader context of the evolving role of coroners in contemporary society.<\/p>\n<p class=\"cvGsUA direction-ltr align-justify para-style-body\"><strong><span class=\"OYPEnA text-decoration-none text-strikethrough-none\">About the Speaker:<br \/><\/span><\/strong><span class=\"OYPEnA text-decoration-none text-strikethrough-none\"><strong><span class=\"OYPEnA font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\">Prof Trevor T. W. Wan<br \/><\/span><\/strong><\/span>Assistant Professor at the Faculty of Law, The University of Hong Kong<\/p>\n<p>Trevor T. W. Wan is an Assistant Professor at the Faculty of Law, The University of Hong Kong (HKU), where he serves as Co-Director of the Bachelor of Social Sciences (Government and Laws) and Bachelor of Laws dual degree programme. His research harnesses interdisciplinary approaches drawn mainly from political science, among other fields, to study comparative constitutional and administrative law, law and practice of coroners, and legal medicine. His work has appeared, or is forthcoming, in leading peer-reviewed periodicals including the <em>American Journal of Comparative Law<\/em>, <em>International Journal of Constitutional Law<\/em>, <em>Public Law, German Law Journal<\/em>, <em>Judicial Review<\/em>, <em>Asian Journal of Comparative Law<\/em>, and <em>Hong Kong Medical Journal<\/em>. And in their current form, they are not particularly controversial. They have been used to learn better ways to treat and prevent major diseases that still kill millions of people, such as malaria, cholera and influenza (the flu). This presentation will discuss the ethical and regulatory principles behind challenge trials, including the issues relating to conducting a \u201criskier\u201d type of challenge trial that came up during the Covid-19 pandemic.<\/span><\/p>\r\n<p class=\"cvGsUA direction-ltr align-justify para-style-body\"><strong><span class=\"OYPEnA text-decoration-none text-strikethrough-none\">About the Speaker:\r\n<\/span><\/strong><span class=\"OYPEnA text-decoration-none text-strikethrough-none\"><strong>Prof Jerry Menikoff,<\/strong> Professor, Centre for Biomedical Ethics Yong Loo Lin School of Medicine National University of Singapore<\/span><\/p>\r\n<span class=\"OYPEnA text-decoration-none text-strikethrough-none\">Before joining the faculty of the NUS Centre for Biomedical Ethics as a Professor of Bioethics, and becoming a senior fellow of the Faculty of Law in 2023, Jerry Menikoff was for 14 years the director of the main U.S. regulatory agency protecting research subjects in federally funded research (OHRP). He oversaw the multi-year process of successfully revising the \"Common Rule\", with many of the changes reflecting proposals he promoted for years (particularly improving consent forms, making consent forms public, and requiring a single IRB for review of multi-centered research). He also played a lead role in creating the debate over determining the risk level in comparative effectiveness research (most notably, relating to issues raised in the SUPPORT trial of oxygen supplementation in premature infants). Prior to this, he was in charge of the intramural research protections program at the National Institutes of Health. He has been a faculty member of medical or law schools at the University of Kansas and the University of Chicago, among other schools.
