In parallel, geopolitical tensions exacerbate the risks associated with biological threats, as state and non-state actors may exploit scientific innovations for harmful purposes. This presentation explores the opportunities and obstacles for enhancing biosafety in this evolving landscape. It examines the limitations of current international frameworks, such as the Biological and Toxin Weapons Convention (BTWC) and the Geneva Protocol, and the need for robust verification mechanisms and global cooperation. Additionally, it highlights the importance of integrating scientific responsibility, institutional vigilance, and adaptive legal tools to prevent biological misuse. It is becoming critically important that we reinforce biosecurity norms and embrace multilateralism to address the dual challenges of technological disruption and political instability. Such ethics and policy foresight is necessary to achieve more resilient biosafety while preserving the capacity to embrace the therapeutic potential of genomics.<\/span><\/p>\n<p class=\"cvGsUA direction-ltr align-justify para-style-body\"><strong><span class=\"OYPEnA text-decoration-none text-strikethrough-none\">About the Speaker:<br \/><\/span><\/strong><span class=\"OYPEnA text-decoration-none text-strikethrough-none\"><strong><span class=\"OYPEnA font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\">Prof Yann Joly<br \/><\/span><\/strong><\/span>Director of the Centre of Genomics and Policy (CGP) at McGill University, Canada<\/p>\n<p>Yann Joly, Ph.D. (DCL), FCAHS, Ad.E. is the Director of the Centre of Genomics and Policy (CGP) at McGill University. He is a James McGill Professor at the Faculty of Medicine and Health Sciences, Department of Human Genetics. Prof. Joly is also an associate member of the Department of Equity, Ethics and Policy (DEEP) and at the Law Faculty at McGill. He was named advocatus emeritus by the Quebec Bar in 2012 and Fellow of the Canadian Academy of Health Sciences in 2017. Prof. Joly\u2019s research interests lie at the interface of the fields of scientific knowledge, health law (biotechnology and other emerging health technologies) and bioethics. He created the first international genetic discrimination observatory (GDO <a href=\"https:\/\/gdo.global\/\">https:\/\/gdo.global\/<\/a>) in 2018. He has published his findings in over 250 peer-reviewed articles featured in top legal, ethical and scientific journals. And in their current form, they are not particularly controversial. They have been used to learn better ways to treat and prevent major diseases that still kill millions of people, such as malaria, cholera and influenza (the flu). This presentation will discuss the ethical and regulatory principles behind challenge trials, including the issues relating to conducting a \u201criskier\u201d type of challenge trial that came up during the Covid-19 pandemic.<\/span><\/p>\r\n<p class=\"cvGsUA direction-ltr align-justify para-style-body\"><strong><span class=\"OYPEnA text-decoration-none text-strikethrough-none\">About the Speaker:\r\n<\/span><\/strong><span class=\"OYPEnA text-decoration-none text-strikethrough-none\"><strong>Prof Jerry Menikoff,<\/strong> Professor, Centre for Biomedical Ethics Yong Loo Lin School of Medicine National University of Singapore<\/span><\/p>\r\n<span class=\"OYPEnA text-decoration-none text-strikethrough-none\">Before joining the faculty of the NUS Centre for Biomedical Ethics as a Professor of Bioethics, and becoming a senior fellow of the Faculty of Law in 2023, Jerry Menikoff was for 14 years the director of the main U.S. regulatory agency protecting research subjects in federally funded research (OHRP). He oversaw the multi-year process of successfully revising the \"Common Rule\", with many of the changes reflecting proposals he promoted for years (particularly improving consent forms, making consent forms public, and requiring a single IRB for review of multi-centered research). He also played a lead role in creating the debate over determining the risk level in comparative effectiveness research (most notably, relating to issues raised in the SUPPORT trial of oxygen supplementation in premature infants). Prior to this, he was in charge of the intramural research protections program at the National Institutes of Health. He has been a faculty member of medical or law schools at the University of Kansas and the University of Chicago, among other schools.
